VC violated varsity laws, alleges PUTA

The Punjabi University Teachers' Association (PUTA) has alleged violation of UGC and university norms by the university Vice-Chancellor and submitted a complaint to the Governor, Punjab, who happens to be the university Chancellor as well. They said the university had flouted promotion norms and headship of faculty members.

PUTA president and secretary in the letter said the university had not implemented the decision of appointing faculty members, who have completed 8 years of work, as heads of various departments by rotation. They said, "This is in violation of the university laws. Also, the UGC articles published in CARE list (Consortium for Academic and Research Ethics) journals have not been considered for CAS promotions in violation of the UGC regulations." They said the promotions of eight faculty members of the campus had also been rejected by flouting UGC norms. According to PUTA members, the university has deducted GPF amounts from their salaries but these have not been deposited in their related bank accounts and said that they had written a letter to the Governor over the same.

When contacted, university VC Arvind said the allegations were wrong and misrepresented. He said, "All decisions of the university have been taken keeping the university and UGC statutes in consideration. Meanwhile, the allegation regarding rejection of promotions of faculty members by flouting the norms is only misrepresentation of facts. I have explained it to the faculty members. Also, any restructuring of the university is done by following proper procedure."

The file for implementation of headship by rotation is with the university and is being looked into, he further added.
